PROJECT OVERVIEW:
In 2022, Horatio Limited was engaged by the Saipem–Daewoo Joint Venture to support the development of the New Workers Village Camp for the NLNG Train 7 Project. Our mandate covered the erection of modular accommodation units, supply and delivery of owner-team flat-pack housing, and on-site technical assistance for installation. The camp forms a critical component of the Train 7 project infrastructure, enabling accommodation and operational support for thousands of workers

THE CHALLENGE:
The project needed a fully functional camp with multiple infrastructure components, delivered within a demanding schedule and under strict HSE requirements. The remote location meant all logistics, utilities and essential services had to be engineered from the ground up.
The project required the coordinated delivery and erection of thousands of modular units under strict HSE expectations. The scale was significant: 10,000 total units across both camps, with 3,500 units in the JV Camp and 6,500 units in the New Workers Village. Executing this in a remote industrial area required efficient logistics, technical expertise and rigorous safety management.

THE HORATIO SOLUTION
Horatio deployed a multidisciplinary team supported by modular construction systems and advanced planning tools. Through coordinated design, phased execution and strict HSE compliance, we delivered a self-sufficient workers’ village that met international camp standards.

Additional owner-team flat packs for NLNG
Technical site assistance for flat-pack erection

Horatio contributed 20,000,000+ man-hours with ZERO Lost Time Injury (LTI) thereby, earning multiple HSSE recognitions from the NLNG Train 7 Integration Manager, Evangelos Koukoulis.

THE IMPACT
The workers’ village became the operational backbone of the Train 7 workforce, enabling workforce stability, improving site efficiency and supporting the successful execution of one of Nigeria’s most important industrial developments.
